National Chairman, Presidential Amnesty Phase 2, Gen Ibena Salvation Rufus Congratulates Dr Dennis Otuaro, Administrator PAP for INTERPOL NCB Recognition in Abuja

The National Chairman of Presidential Amnesty program Phase 2, Gen Ibena Salvation Rufus, has congratulated the Administrator of the Presidential Amnesty Programme (PAP), Dr Dennis Otuaro, on his recognition by the INTERPOL National Central Bureau (NCB), Abuja, describing the honour as a strong endorsement of his leadership and commitment to national service.

Dr Otuaro was recently presented with a plaque by INTERPOL NCB, Abuja, in acknowledgement of his consistent support to the Bureau and the Nigeria Police Force, as well as his contributions to strengthening national security and institutional cooperation. The presentation took place at his office in Abuja and was conducted by Assistant Commissioner of Police, ACP Usman Ahmed Abdul-Dimka, on behalf of the leadership of INTERPOL NCB.
In his congratulatory message, Gen Rufus said the recognition reflects Dr Otuaro’s capacity to build effective partnerships between the Presidential Amnesty Programme and key security institutions. He noted that such collaboration is critical to sustaining peace, stability, and development, particularly in regions emerging from conflict.

According to the Phase 2 chairman, the honour also serves as motivation for beneficiaries and stakeholders of the Presidential Amnesty Programme to remain committed to its objectives, adding that Dr Otuaro’s leadership has continued to reposition the Programme as a credible platform for peacebuilding and national integration.
While receiving the plaque, Dr Otuaro expressed gratitude to INTERPOL NCB and the Nigeria Police Force for the recognition, describing it as an encouragement to deepen his commitment to public service. He reaffirmed his resolve to continue working with security agencies and other stakeholders in the collective interest of the nation.

The recognition by INTERPOL NCB, Abuja, further underscores the growing relevance of the Presidential Amnesty Programme under Dr Otuaro’s administration, as it continues to align peacebuilding initiatives with national security priorities.
