PAP- Gen. Ibena Salvation Rufus Back Otuaro’s scholarship reform policy

As part of the ongoing reform process in the Presidential Amnesty Programme (PAP):

Ibena Rufus Salvation, the National Chairman of Phase 2, expressed strong support for the Administrator, Chief Dr. Dennis Burutu Otuaro, commending his firm stand against illegal and non-beneficiaries of the programme.

According to Ibena, “It can no longer be business as usual,” as the Administrator has successfully blocked loopholes exploited by fake beneficiaries and non-qualified individuals who previously siphoned funds from the office.

He further thanked Chief Dr. Otuaro for implementing and fulfilling his promises, restoring the programme to its true and original beneficiaries.

Ibena also advised all fake Itsekiri graduates of Novena University to return to their so-called sponsors and contractors, as their fraudulent claims will no longer be entertained in PAP.
